Public participation or involvement is the mechanism for including people and civil society in public decision-making in an effective, transparent manner. Together with transparency and open data, public participation shapes open government, a new form of governing that transforms the relation between the public and the Administration.

Public participation enables structured debate on strategically important issues related to public policies and services. In this way, decision-making that affects public sector management is enhanced by citizens’ own views, on both an individual and collective basis. Public participation and open government are tools aimed at achieving better governance.

Through public participation, anybody can collaborate in drafting, monitoring and evaluating the public policies of the Government of Catalonia.
