La llei hauria de potenciar el paper de les comunitats de municipis com a mecanisme de gestió eficaç i col·laboració interadministrativa que garanteixi la prestació conjunta de tots els serveis essencials en els municipis rurals, habilitant també instruments d’assistència i cooperació de totes les administracions amb els municipis rurals quan aquests no tinguin suficients recursos personals i materials per exercir les seves competències.
