La modalitat per sorteig, si és oberta sembla que renunciïs a qualsevol paràmetre d’equitat, o la fas tancada, per sorteig, o directa, i manipulo la composició. Però pots fer-ho oberta a tota la ciutadania, però fent l’esforç que allò sigui el més equilibrat possible i que si no hi ha uns mínims pugui ser rebutjable. Art 25 .
