Sovint s'esgoten els períodes de suspensió de llicències o els 18 mesos per la declaració d'un BCIN sense que s'hagi acabat el tràmit. Serà necessari reformular aquests períodes adaptant-los a les possibilitats tècniques dels departaments de Cultura i Territori, i dels Ajuntaments.
