Caldria modificar l'article 17 LPCC per clarificar que tan Ple municipal com del Consell Comarcal puguin declarar BCILs en tots els municipis de forma independent, si bé deixant que els municipis petits puguin encarregar tot el procés al Consell Comarcal, que és qui pot tenir mitjans per fer informes tècnics i la gestió i suport administratiu i legal necessari.
