La nova llei hauria de promoure l'aplicació plena de la Convenció sobre la Protecció del Patrimoni Mundial, Cultural i Natural, ratificada per l'Estat espanyol i per tant de compliment obligat. En aquest sentit, caldria realitzar un inventari d'aquells béns que es consideri que tenen un valor universal excepcional.
