La nova llei hauria de preveure un finançament adequat, no captiu de les transferències corrents condicionades per altres administracions.
També hauria de suprimir el concepte de duplicitat: allò que importa no és qui té la competència, sinó qui la presta de forma més eficient i pròxima al ciutadà.
