S’ha de reconèixer la figura de l’habitant del món rural: pagès, ramader, autònom en general, empresari, treballador.... S’ha d’impulsar la legislació per fer front a la despoblació, la desertització i la desforestació i cal impulsar una Agència de Desenvolupament del Món Rural.
