Justificació: Reflexions en base a estudis previs fets dins i fora de la DGAIA i de l’ICAA, investigacions acadèmiques i científiques, i anàlisi comparades amb altres sistemes de protecció de la resta d’Europa i EEUU.
Objectiu: Identificar, en base a les recerques efectuades sobre els diferents aspectes del sistema de protecció, els punts febles del sistema i recollir les propostes de millora a partir dels resultats obtinguts en les diferents investigacions, des d’una perspectiva externa i holística
