Millorar la cartera de serveis, ampliant el SIS que a la practica és de protecció, per a infants en alt risc, incorporant altres en risc moderat i lleu. Crear un nou servei socioeducatiu comunitari per a infants preventiu que no tingui necessàriament la derivació de serveis socials bàsics.
