Atès que la participació digital és un àmbit que pot evolucionar molt ràpid i en canvi una llei per definició és més estàtica i amb voluntat de perdurar, caldria que a l’hora de regular aquest àmbit no es faci de manera detallada. Tan sols caldria fixar alguns criteris generals (accés, etc.) i no tant en mecanismes concrets per evitar que quedi obsoleta molt aviat.
