Seguint els articles 11 i 12 de la Convenció de la UNESCO, es proposa la creació d'un Inventari del Patrimoni Cultural Immaterial de Catalunya, que estableixi la realització d'inventaris per territoris o àmbits d'actuació i amb accions d'investigació, avaluació i divulgació similars a l'IPEC sense que aquest desaparegui.
