Que les EMD’s a les bases de les subvencions s’incloguin com a beneficiaris, al mateix nivell que el municipis. Ja que a dia d’avui, hi ha línies de subvencions que no inclouen les EMD com a beneficiaris directes, cosa que impossibilita la tramitació directa per part de les EMD’s.
