En general, i per algunes normes en particular, com per exemple la prohibició de la navegació de motos nàutiques (també caldria per megaiots i creuers turístics o els concursos de pesca submarina, per citar-ne algunes), caldria establir una zona d’amortiment (buffer) sobretot al voltant de les reserves parcials i la reserva integral, per garantir plenament que les diferents activitats no afectin el medi natural del Parc
