The aim is to draw up a standard governing the procedure for the recognition of the degree of disability in the territorial area of Catalonia, also developing the issues related to multi-professional teams of qualification and recognition of the degree of disability, under the provisions of art. 7.3 of Royal Decree 888/2022, of 18 October, establishing the procedure for the recognition, declaration and qualification of the degree of disability, in force since 20 April 2023
This rule will also regulate the management of the services and resources necessary for the assessment and care of dependency, given the close relationship between the situation of dependency and disability, in order to improve the current system.
The aim is to try to solve the problems currently existing within the framework of the procedure for recognising the degree of disability and the management of dependency and to improve the social and economic situation of people with disabilities and / or in a situation of dependency.
Main objective:
This consultation aims to know the opinion on the procedure for the recognition of the degree of disability and the management of the dependence of all citizens and, in particular, of the group of people with disabilities and / or in a situation of dependency and of their families, as well as of entities, professional associations and public administrations with competences in the management of these procedures, in order to detect the problems existing in the current system and to be able to solve or improve them through a new standard.
The elaboration of this new standard aims to improve the protection of people with disabilities and / or in a situation of dependency and, specifically, to achieve the following objectives:
- Improve and streamline the procedure for the recognition of the degree of disability and the management of dependency.
- Reduce waiting lists for the assessment of the degree of disability and dependency management and shorten citation deadlines.
Proposals and questions to guide the contributions:
- Do you think the problem has been properly described? Are there aspects that have not been taken into account and that should be valued by the Administration of the Generalitat? Are there other negative or positive effects derived from the current regulatory framework that are taking place that have not been highlighted in the documentation? (e.g., that the affected ones have not been properly identified, certain causes of the problem have not been taken into account, etc.).
- Should different objectives be envisaged?
- Should we consider other alternatives to the proposals? Are there any effects of the aforementioned alternatives that have not been taken into account and that are relevant?
- Do you consider that there are other mechanisms to reduce waiting times in assessments and in the granting of benefits in the field of disability and dependency?
