S'hauria d'establir l'obligació de fer unes proves similars a les de les oposicions per tal de demanar un canvi de departament.
Molts funcionaris no tenen el coneixement suficient per a la destinació que demanen i acaben anant a un departament per voluntat política sense donar el perfil, convertint-se en "convidats de pedra"
