Molts funcionaris, especialment de l'Administració local, no tenen clar qui és el seu superior jeràrquic dins l'estructura del seu departament.
Caldria obligar a les AAPP a tenir un organigrama clar i definit per tal de no generar dubtes o confusions als treballadors.
En cas contrari s'haurien de preveure sancions a les AAPP.
